Quantity Surveyor – Rail
Location: Chadwell St Mary (Office-based with regular site visits)

We’re looking for an experienced Quantity Surveyor to join our client’s commercial team, providing end-to-end commercial management across rail and civil engineering maintenance frameworks.
Working closely with Operations, Project Managers, Clients and the Supply Chain, you’ll be responsible for managing commercial activities from mobilisation through to final account. This includes cost control, change management, valuations, forecasting and ensuring compliance with NEC3/NEC4 contracts while protecting project margins and supporting successful project delivery.
Key Responsibilities
- Manage the commercial mobilisation of new projects, including work breakdown structures (WBS), cost coding, budgets and reporting processes.
- Prepare and submit monthly Applications for Payment (AFP), measure completed works, agree valuations, certify payments and manage retentions.
- Administer Early Warnings (EW) and Compensation Events (CE), assessing time and cost impacts and negotiating changes under NEC3/NEC4 contracts.
- Lead Cost Value Reconciliation (CVR), earned value analysis, cash flow forecasting and commercial reporting.
- Maintain project forecasts, risk allowances and financial scenario planning.
- Procure subcontract packages, evaluate quotations, negotiate commercial terms and manage subcontractor payments and final accounts.
- Work closely with delivery teams to ensure appropriate evidence, including ITPs, photographs and completion records, is captured to support claims and valuations.
- Build strong working relationships with client commercial teams, resolving issues and ensuring compliance with framework requirements and KPIs.
- Produce accurate commercial dashboards and reports covering cost, value, risk, change management and project performance.
- Support margin protection through effective commercial management and proactive risk identification.
Requirements
- Previous Quantity Surveying experience within the rail, civil engineering or infrastructure sectors (contractor-side experience preferred).
- Strong working knowledge of NEC3 and NEC4 contracts, including Early Warnings (EW), Compensation Events (CE) and dispute avoidance processes.
- Experience managing multiple work packages simultaneously.
- Proven experience producing CVRs, forecasting project costs, cash flow management and earned value reporting.
- Strong subcontract procurement, commercial negotiation and contract administration experience.
- Excellent analytical skills with the ability to produce clear commercial reports and management information.
- Strong communication and stakeholder management skills, with the ability to work collaboratively across operational and client teams.
- Highly organised with excellent attention to detail and strong commercial awareness.
Desirable
- RICS qualification or working towards professional accreditation.
- Previous experience working on Network Rail frameworks.
- PTS (Personal Track Safety) certification or rail safety awareness.
